Poland to Offer Housing Allowance to Seniors Up to 400 zł Monthly

Poland will introduce a housing allowance for seniors in 2026, providing up to 400 zł per month, contingent on meeting specific criteria.

Eligibility for the Housing Allowance in 2026

The housing allowance is not granted automatically; applicants must meet defined conditions and submit an application.

Eligibility requires legal title to the housing.

Income Criteria (3-Month Average)

The average monthly income from the three months preceding the application is considered. Current income thresholds apply, but local councils may increase these limits.

The 13th and 14th pensions are excluded from income calculations as they are one-time benefits.

If income exceeds the limit, the allowance may still be granted but will be reduced on a “złoty for złoty” basis.

Important Considerations

The allowance will not be granted if the calculated amount is less than 44.52 zł.

Dwelling Size Criteria

The dwelling must not exceed the normative area. Permissible limits vary.

The area may be increased by 15 m² for individuals with disabilities requiring a wheelchair or separate room.

Balconies, basements, garages, and rooms under 1.90 m in height are excluded from the calculation.

Allowance Amount in 2026

The amount of the housing allowance depends on individual circumstances and housing costs. In 2026, the benefit typically ranges from a few dozen to several hundred złoty per month, with average payments between 250–400 zł.

What Expenses are Covered?

The allowance can cover rent, heating, water, waste disposal, and renovation fund contributions, but not electricity, gas, or property tax.

Additional allowances may be available for fuel purchases if the dwelling lacks central heating, hot water, or gas connection.

Processing Time and Payment Schedule

The office has 30 days to issue a decision, potentially including a social interview. Upon approval, the allowance is paid for six months, usually by the 10th of each month, via bank transfer or cash.

Renewal is possible if income criteria continue to be met.

Payment may be suspended if rent is at least two months in arrears.

Appealing a Denial

If the municipality denies the allowance, an appeal can be filed with the regional administrative court within 14 days of receiving the decision.

Legal Basis

Act of June 21, 2001, on housing allowances (Journal of Laws of 2023, item 1335).
