End of Paper Documents for Drivers

The Polish government is phasing out paper vehicle registration documents and plastic driver’s licenses, integrating data into state teleinformatic systems as part of a broader EU digitalization strategy. Key changes will take effect starting in 2027, with full implementation between 2028 and 2029.

Paper Registration Documents Abolished

Traditional paper vehicle registration documents will be discontinued from June 5, 2028, replaced by electronic records in the Central Vehicle Registry (CEPiK). All vehicle information will be available digitally.

The reforms include online reporting of lost or stolen documents, confirmation of receipt, and procedures for minors obtaining driving privileges, including remote parental consent. These changes aim to reduce bureaucracy and administrative processing times.

Elimination of Paper Certificates

Authorities will directly access data from medical, psychological evaluations, and completed courses through central registries, eliminating the need for drivers to provide paper certificates.

Digital Car Sales and Contracts

Electronic vehicle sales contracts will be permitted from November 13, 2028, integrated with administrative and insurance systems.

Fully Online Vehicle Sales Process

The entire vehicle sale process, from contract creation to vehicle transfer notification and insurance updates, will be conducted online. Drivers will also be able to report lost license plates or documents online.

Experts believe the digitalization of these processes will significantly reduce fraud, such as the sale of vehicles with hidden defects or manipulated documentation.

New regulations specify deadlines for transmitting data on driving bans to central registries, preventing individuals from continuing to drive despite active prohibitions.

As part of EU initiatives, a unified digital driver’s license accessible via mobile apps is planned, valid across all member states.

Implementation of Digital Driver’s License
