Poland’s 2026 Senior Voucher: Non-Cash Care Support for the Elderly

Starting in late 2026, the Polish government will introduce a non-cash “senior voucher” providing essential daily living services to qualifying citizens over 65, aiming to support approximately 20,000 individuals in need.

Nature of the New Support

The senior voucher is not a cash benefit, nor is it a traditional pension supplement. Instead, it provides non-monetary support in the form of services such as meal preparation, mobility assistance, housekeeping, and medical coordination.

The government adopted the long-term care coordination bill on May 5, 2026. The assistance is designed to help seniors remain in their homes for as long as possible.

Eligibility and Income Criteria

To qualify, seniors must be at least 65 years old and demonstrate a functional need for support. Local municipalities will assess each applicant to determine the necessity and duration of assistance.

Financial eligibility is restricted to individuals whose average monthly income over the three months preceding their application does not exceed 3,410 PLN. This income threshold will be subject to annual indexation.

Implementation and Local Administration

Municipalities are responsible for executing the program, contracting the services, and tailoring support to the specific needs of the senior. The program will prioritize areas currently lacking public care services or those anticipating a rapid growth in the elderly population.

Data from 2024 indicates nearly 10 million Poles are over 60, with 62% reporting chronic health issues. Projections suggest the population aged 85 and older could grow from 840,000 to 1.7 million by 2050.

Systemic Improvements and Coordination

The law introduces a district long-term care coordinator to guide seniors and families through the support system. To address the current shortage of caregivers, the government is implementing a simplified 30-hour training program for new care workers.

The program, with a budget of approximately one billion PLN, aims to build local care networks in smaller towns and rural areas while reducing the gray market in private care services.

Program Timeline

The program is slated to launch in the final quarter of 2026. While some media reports suggest a start date of September 1, the government has not yet released a definitive implementation schedule.
