Poland’s Development Unions: Will They Boost Local Growth? Purpose Questioned

Poland drafts sustainable urban law with new ‘development unions’, but questions arise about whether they’ll create unnecessary bureaucracy.

Work is accelerating on a draft version of Poland’s sustainable urban development law. One of its key elements is the introduction of a new form of cooperation between municipalities—development unions. These unions are designed to ensure the country’s sustainable development based on dozens of cities and functionally associated municipalities and counties, in line with the assumptions of Poland’s Development Strategy to 2035.

Upcoming Consultations

Thursday is scheduled for a meeting at the Ministry of Funds and Regional Policy with local government representatives. Questions are being raised about whether development unions will become another level of local government and whether it would not be better to equip existing forms of cooperation with new powers—such as inter-municipal associations.
