Automatic Exemption for Seniors 75+
Individuals aged 75 or older receive automatic exemption from the RTV license fee without needing to apply. This exemption works automatically based on the PESEL number if the receiver is registered. The rest of Polish citizens must actively apply for exemptions.
Who Qualifies for Exemption
Full exemption (0 zł) is available to various groups including persons with disabilities, pension recipients, and those receiving social benefits. Blind and deaf persons meeting legal medical criteria also qualify. For these groups, exemption is complete but requires registration.
Increased Pension Threshold for Exemption
A significant change in 2026 is the increased pension threshold for RTV license fee exemption. The new limit is approximately 4420-4450 zł gross monthly, up from just under 4091 zł the previous year. This means more seniors now qualify for complete exemption.
Other Exempt Categories
Exemption also applies to persons receiving social assistance, unemployed individuals, and those with low incomes. Despite these provisions being in place for some time, they remain little known, causing many to pay the fee unnecessarily.
Application Process
Beyond the 75+ group, all other exemptions require active application through the post office. The exemption takes effect from the first day of the following month after application. If circumstances change, individuals have 30 days to report it, or face payment demands and potential penalties.
