Poland’s ZUS Now Offers Fully Digital Pension Re-evaluation Applications

Polish pensioners and beneficiaries can now submit ERPO applications for pension recalculation entirely online via the ZUS e-platform, starting March 13th.

ERPO Application Now Available Digitally

As of March 13th, pensioners and beneficiaries can utilize a significant convenience – the Social Insurance Institution (ZUS) has fully digitized the ERPO application, one of the most frequently submitted documents.

All pension or benefit recalculations following additional employment or the discovery of old documents can now be completed entirely online, without leaving home.

ERPO Application Volume and Prior Limitations

Previously, the ERPO application was only available in paper form. While some insured individuals attempted electronic solutions by sending scanned documents via the ZUS PUE as attachments to a general application, this wasn’t a fully digital process.

ZUS reports a substantial volume of these applications – over 700,000 annually, making ERPO one of the most frequently submitted documents.

Who Can Utilize the ERPO Application?

The ERPO application allows for a recalculation of benefits, which in many cases results in an increase. It is intended for individuals who have already been granted a pension or disability benefit and are in one of the following situations.

International Benefit Recalculation

The ERPO application can also be used to recalculate benefits granted by a foreign insurance institution in an EU member state, EFTA, the United Kingdom, or a country with which Poland has a bilateral social security agreement.

Automatic Recalculation Not Available

ZUS does not automatically recalculate benefits. New periods of insurance or additional income will only be considered after the submission of a proper application by the pensioner or beneficiary – specifically, an application for a re-determination of pension or benefit amount (ERPO).

ERPO After Employment: Important Considerations

Pension or benefit recalculation following the end of employment takes effect from the month the ERPO application is submitted. Therefore, it’s important to submit it as soon as possible after finishing work and include a certificate of employment with the exact end date.

If the application is submitted in the following month, the higher benefit will only be calculated from the month of submission. The application submission date determines when the increased pension or benefit is applicable.

ZUS Will Not Reduce Existing Benefits

Many seniors fear that recalculation may result in a reduction of their pension. However, the regulations are clear and beneficial to the insured:

The ERPO application will not change the situation if the pensioner or beneficiary did not work, pay additional contributions, or find new documents confirming previous periods of insurance after the benefit was granted – in such cases, submitting the application “for trial” will not increase the pension or benefit amount.

Recalculating Pensions Based on New Rules

A pension granted under the new rules can be recalculated if, after it was granted:

The recalculation involves considering contributions recorded in the pensioner’s account after the benefit was granted, divided by the average remaining life expectancy determined on the date of application submission. Contributions are indexed, and these rules apply to pensions calculated under new or mixed rules.

Application Submission Details

The new pension amount is valid from the month the application is submitted.

Recalculation After Returning to Work

Pensioners and beneficiaries who continue to work and pay contributions can submit an application for pension or benefit recalculation. This allows new earnings or additional contribution periods to increase the benefit. Key principles:

Recalculation Without Employment Since 2022

Since January 1, 2022, the rules for recalculating pensions established under the old rules and disability benefits have changed. Currently, only previously uncounted contribution periods are added. Non-contributory periods do not affect the recalculation.

Documenting Previously Uncounted Contributions

Recalculation is possible if the pensioner includes documents confirming previously uncounted contribution periods before the benefit was granted. Each additional month of contribution increases the benefit base by 1.3%. The application can be submitted at any time – for example, after obtaining documentation from the archive or finding it at home.

If the documents only confirm full-time employment, ZUS will accept the minimum wage, proportionally to the working time and hours. Additionally:

If documentation of actual earnings before the benefit was granted can be obtained, the recalculation may increase the pension or benefit, as ZUS will consider the actual benefit base.

Paper Application Still Available

Despite the possibility of submitting applications electronically, the traditional paper form remains in use (it can be submitted in person at a ZUS branch or by mail). The digitization of the ERPO application is a convenience, not an obligation – each applicant can choose the form that best suits their needs.
