Warsaw police and tax authorities raided an underpass on Targowa Street on April 21st, targeting a location known for illicit activities.
Underground Operation
On Tuesday, April 21st, police and the National Revenue Administration (KAS) conducted an operation in the underground passage beneath Targowa Street in Warsaw’s Praga-Północ district.
The passage connects Okrzei and Ząbkowska streets and runs under Targowa Street. It has long been in poor technical and aesthetic condition, and its importance for pedestrians diminished after the creation of a surface-level crossing.
Illegal Activities Discovered
One of the pavilions within the underpass was reportedly operating as an illegal establishment offering narcotics, alcohol, and gambling machines.
During the morning raid, authorities entered the premises, and photos show gaming machines being removed from the site. Only the operation itself has been officially confirmed.
Police and KAS Collaboration
According to Police Commissioner Paulina Onyszko of the Warsaw VI District Police Headquarters, the operation involved officers from Warsaw VI KRP and the National Revenue Administration.
She added that the location had been under surveillance by criminal police officers for some time.
Current Status and Potential Arrests
An official assessment of the operation’s results has not yet been released. Police did not confirm any arrests on Tuesday, although a reader reported seeing individuals being escorted from the tunnel in handcuffs.

Future of the Underpass
Simultaneously, an administrative process regarding the future of the underpass is underway. The Warsaw Road Management Authority (ZDM) announced it refused to renew pavilion leases at the end of 2025.
A formal procedure is ongoing, and ZDM is awaiting its completion. ZDM has also requested funding from the City Council to prepare for the underpass’s closure.
Concerns Over Safety and Closure
The safety of the underpass has been previously discussed. The Mayor of Praga-Północ, Gabriela Szustek, stated that residents primarily use surface-level crossings and requested urgent security measures for the tunnel.
ZDM spokesperson Jakub Dybalski indicated that funds for action regarding the facility could be secured through a city council decision.
Tuesday’s raid may be crucial not only for the investigation into drugs and illegal gambling but also for future decisions regarding the underpass’s fate. City authorities are currently preparing for its eventual closure.
