Polish Government to Replace mObywatel App with EU Digital Identity Wallet

Poland’s Ministry of Digital Affairs plans to replace national mObywatel app with European digital identity wallet under new eIDAS 2.0 regulations.

New Bill Amendments for eIDAS 2.0

On Thursday, February 19, 2026, Poland’s Ministry of Digital Affairs presented a bill amendment regarding electronic trust services and electronic identification. The purpose of these changes is to align Polish regulations with the European Commission’s regulation and implement the requirements of eIDAS 2.0, which obliges EU member states to provide citizens with a European digital identity wallet.

Differences Between eIDAS 2.0 and mObywatel

The new regulations are intended to improve supervision over qualified trust service providers and the national electronic identification scheme. In its justification for the amendment, the ministry also noted that the solutions offered by the mObywatel app, established based on national regulations, are “fundamentally different” from the requirements for the European digital identity wallet established in eIDAS regulations.

Expert Opinion on mObywatel’s Future

According to Paweł Makowiec from cyberdefence24.pl, analysis of the project’s justification may suggest “a farewell to the mObywatel app.” At the same time, the expert emphasizes that there is no direct information in the documents about its elimination, and it is necessary to wait for the ministry’s official position on this matter.

Transition Period and Coexistence

The project’s justification states that the ministry believes there is no point in maintaining two applications offering similar functions, both for cost reasons and to avoid potential user confusion. However, the document provides for a transition period during which both applications will operate in parallel. Both the new application and mObywatel will be optional – it will be up to citizens whether they install them on their smartphones.
