Polish Parliament Resumes Session, Votes on Minister Dismissals

The Polish Sejm reconvened Thursday to debate and vote on motions to dismiss the Ministers of Climate and Environment and Health, alongside other key votes.

Parliament Resumes Debate on Minister Dismissals

The Sejm resumed its session after 9:00 AM on Thursday to debate and vote on motions to dismiss Minister of Climate and Environment Paulina Hennig-Kloska and Minister of Health Jolanta Sobierańska-Grendy. A vote on lifting the immunity of Antoni Macierewicz is also scheduled.

The final day of the session will focus on votes of no confidence in the Ministers of Climate and Environment and Health.

Motion Against Climate and Environment Minister

The motion against Hennig-Kloska was submitted to the Sejm in late March, signed by approximately 100 lawmakers, primarily from Konfederacja and PiS. The motion cites a lack of action to mitigate the negative impacts of EU climate policy on Poland, particularly regarding the ETS system, chaos surrounding the “Clean Air” program, and neglect in preparing the energy and wood sectors for pellet availability during the 2025/26 heating season, as well as alleged “sabotage of the state” by attempting to base energy sovereignty on renewable sources.

Prime Minister Donald Tusk emphasized that the vote on the no-confidence motion for the Climate Minister would be a test of coalition loyalty and solidarity.

Motion Against Health Minister

Lawmakers from PiS are among those supporting the dismissal of the Health Minister, criticizing the ministry’s actions and pointing to the deteriorating situation in the healthcare system. The motion of no confidence accuses the Minister of failing to present a coherent strategy for system reform, with the only tangible achievement of her term being the concealment of drastic cuts to the National Health Fund’s budget.

The 2026 budget of the National Health Fund, totaling 221 billion złoty, has an estimated shortfall of 18 billion złoty. As of April 1st, the NFZ has limited funding for certain diagnostic tests, expected to save 625 million złoty in 2026.

Other Votes Scheduled

Votes on the motions of no confidence in Hennig-Kloska and Sobierańska-Grendy are scheduled for around 12:30 PM. Lawmakers will also vote on a motion to consent to criminal prosecution of PiS MP Antoni Macierewicz. The Sejm’s regulatory committee recommends lifting Macierewicz’s immunity.

The prosecution’s request concerns a case of public defamation for calling SKW leadership “Russian agents” during a Sejm session in September 2025.

Vote on Education Law Amendment

Lawmakers will also vote on a PiS motion to reject the draft amendment to the Education Law in the first reading. The project aims to consolidate the rights and obligations of students in one place, within the Education Law itself. The amendment would guarantee students a statutory right to shape their appearance and establish a National Student Rights Ombudsman.

Further Legislative Agenda

Following the votes, lawmakers will conduct a first reading of a draft amendment to the Value Added Tax Act prepared by PiS MPs. The Sejm will also begin work on a draft amendment to the Act on Tenant Protection, Municipal Housing Resources, and amending the Civil Code. The Konfederacja project aims to improve the protection of ownership rights to residential premises and includes facilitating the termination of contracts in case of delayed rent payments or other fees.
