Polish President Announces Constitutional Reform Council, Sparks Opposition Response

President Nawrocki will establish a council to draft a new constitution on May 3rd, prompting criticism from Prime Minister Tusk and rejection from the Left party.

President Nawrocki to Form Constitutional Council

According to presidential spokesperson Rafał Leśkiewicz, the first members of the Council for a New Constitution will be appointed on May 3rd. The council’s composition will include representatives from parliamentary clubs and caucuses (two individuals from each club and one from each caucus), experts, and individuals with diverse perspectives on law and the current constitution.

The council will have until the end of Karol Nawrocki’s presidency to prepare a draft of the new fundamental law.

Tusk Criticizes Constitutional Reform Initiative

Prime Minister Donald Tusk responded to President Nawrocki’s announcement on X, stating, “Mr. Karol Nawrocki has announced he will work on a new constitution. I propose starting with respecting the current one.”

Left Party Rejects Participation in Council

Deputy Prime Minister Gawkowski stated that any collaboration with PiS, Konfederacja, or the President on constitutional changes is incompatible with left-wing and democratic values.

Gawkowski emphasized that it was Law and Justice that violated and undermined the constitution and politicized the Constitutional Tribunal. He declared that the Left will not participate in any work with the President on constitutional changes, urging him to first respect and fulfill his constitutional obligations.

Gawkowski Accuses President of Abdicating Responsibilities

Gawkowski claims the President has “abdicated” from certain duties, including failing to accept officer nominations for security services and administer oaths to Constitutional Tribunal judges, demonstrating a lack of respect for the constitution and a focus on political maneuvering.

Concerns Over Potential Council Members

Gawkowski expressed concern over the President’s tendency to establish councils, noting the presence of individuals with questionable backgrounds, such as those previously accused of spreading Russian disinformation. He fears that the new council may include individuals who have previously violated the constitution.

Previous Controversial Council Appointment

In April, President Nawrocki appointed the New Media Council, which included Paweł Swinarski, a YouTuber known as Paweł Svinarski. His appointment sparked controversy due to allegations of disseminating Russian disinformation, as he suggested in a September 2025 YouTube video that Russian drones entering Polish territory were a Ukrainian provocation.
