President Karol Nawrocki signed an amendment to Poland’s Energy Law, introducing new contract types and modernizing energy market regulations on Thursday.
New Contract Types and Grid Connection Flexibility
President Karol Nawrocki signed the amendment to the Energy Law, introducing new types of contracts, including fixed-price contracts and flexible grid connection agreements, according to the President’s office.
The signed law implements EU regulations concerning the electricity market and improving energy efficiency, aiming to streamline system management.
Combating Energy Poverty and Digitalization
A key element of the reform is addressing energy poverty by precisely defining support criteria for low-income households. The project also includes digitalization of processes, requiring large operators to maintain IT systems for handling connection applications.
Enhanced Energy Security and Renewable Energy Promotion
The new regulations aim to increase the country’s energy security and prevent manipulation in the wholesale energy market. The legislation also emphasizes promoting energy conservation and the development of renewable energy sources and storage.
Increased Connection Fees
The amendment increases the advance payment for connection fees from 30 zł to 60 zł per kilowatt of requested connection capacity, with a maximum payment of 6 mln zł. All entities applying for connections with voltages higher than 1 kV will be required to make this advance payment.
A non-refundable fee of 1 zł per kilowatt of requested connection capacity will be introduced for reviewing applications to determine connection conditions, capped at 100,000 zł.
