Poland’s 54 billion PLN service export sector is at risk due to new regulations blocking contract implementation in the EU.
Poland’s Service Export Leadership
Poland, alongside Germany, is a leader in the EU in cross-border services requiring delegation, meaning the temporary presence of workers in another EU country. Polish specialists implement industrial, energy, care, logistics, and construction projects.
Export Growth Statistics
According to GUS (Central Statistical Office) in 2024, service exports brought in nearly 54 billion PLN, including 32 billion PLN from the EU (28% year-on-year growth).
Growth Threatened by New Regulations
As the Coalition of Polish Service Exporters warns, this year’s growth rate is at risk. This is because from June 2025, from the moment the Act of March 20, 2025, on the conditions for employing foreigners on the territory of the Republic of Poland (Journal of Laws of 2025, item 621) enters into force, the practices of authorities are blocking the implementation of contracts in the EU.
Impact on Non-EU Workers
“It makes it impossible for companies to employ workers if they do not have EU citizenship, even though they constitute as much as 23.4% of workers delegated by Polish companies under the European freedom to provide services,” emphasizes Joanna Robaszkiewicz from the press office of the Coalition of Polish Service Exporters (KPEU).
