President Karol Nawrocki emphasized that the Cabinet Council will serve as a platform for structured cooperation, aiming to reduce chaos, particularly around legislative proposals and public debates, during its first meeting.

Karol Nawrocki: This is a matter of chaos
President Karol Nawrocki stated at the beginning that he hopes the Cabinet Councils in the coming five years will be a forum not only for exchanging ideas but also for systematizing cooperation mechanisms. The basic condition for this cooperation is the implementation by all of us—myself as president and the government—of a policy focused on fulfilling our obligations. This is the direction that will lead to fewer laws or fewer public discussions, he said. We must eliminate the kind of chaos in the collaboration between the president and the Polish government. I consider this a matter of chaos if I receive three amendments to the same laws at the same time, he clarified.
800 Plus for Working Ukrainians
Addressing the proposed law on aid to Ukrainians, Nawrocki said he felt since February 2025 and during the election campaign that all factions in Poland support providing the 800 Plus subsidy to working Ukrainians. I was deeply convinced that this was not only my policy as president but also a stance supported by Prime Minister Donald Tusk and my main opponent, backed by Tusk’s environment, he noted. He added that the moment he makes a specific decision while executing his program, it begins to be questioned by the political opposition.
Budget Status
Nawrocki expressed concern about the budget data, stating that a 150 billion zł deficit is a clear alarm signal for him as president. The most alarming issues are revenue shortfalls in taxes, including multi-billion hole gaps in VAT, CIT, and excise duties, he said. He further stated he would like to understand, “man to man,” what the Polish government has achieved in the past 18 months to avoid such severe financial problems.
Donald Tusk: Cabinet Council is not a substitute for the government
Prime Minister Donald Tusk emphasized that the Cabinet Council is an institution explicitly described in the constitution. He said it must be clear from the start to prevent disillusionment or unnecessary illusions. We will be at the president’s disposal for informational purposes, but the Cabinet Council is not a substitute for the government or parliament and, certainly, not a discussion club. It is simply a meeting of the Council of Ministers chaired by the president on issues of special importance, Tusk added. He also noted he would “scrupulously” monitor constitutional boundaries in collaboration with the president.
Topics on the Cabinet Council
The Cabinet Council began at 9 a.m. Nawrocki announced the council’s call several weeks ago and signed a resolution on August 19 regarding this. According to the President’s Office, topics discussed at the Cabinet Council will include the state budget and public finances, as well as the government’s plans for implementing development investments, primarily focusing on the Central Communication Port and nuclear power plants. The third topic will address planned actions by the Council of Ministers aimed at protecting Polish agriculture and food production from the consequences of agricultural imports outside the European Union, particularly in light of the EU-Mercosur trade agreement and the EU-Ukraine trade agreement concerning agricultural products.
