Poland’s President Karol Nawrocki signed an amendment to facilitate trade in strategic goods, including arms, with a new online system.
New Regulations for Strategic Goods Trade
President Karol Nawrocki has signed an amendment aimed at streamlining the trade of strategic goods with foreign countries, according to the President’s Chancellery on Thursday.
The amendment modifies the Act on Foreign Trade in Goods, Technologies and Services of Strategic Importance for State Security, as well as the Act on Conducting Business Activity in the Production and Trade of Explosive Materials, Weapons, Ammunition, and Products and Technologies for Military or Police Use.
Electronic System ‘Tracker 2.0’ Launched
The new legislation introduces the electronic system ‘Tracker 2.0’, enabling businesses and public entities to submit applications for permits to trade strategic goods online.
This system is designed to almost completely reduce the circulation of paper documents.
Goods Covered by the Amendment
Strategic goods include weaponry such as tanks, armored vehicles, machine guns, and ammunition, as well as dual-use products like drones, thermal cameras, and CNC machine tools.
Reporting and Documentation Changes
The new regulations allow businesses to submit required annual trade reports online.
The mandatory document retention period has been shortened from 10 to 5 years, and the validity of import certificates has been extended from 6 to 12 months.
Alignment with EU Regulations
The law aligns national regulations with the EU regulation establishing a Union system for the control of dual-use items and the directive on the minimum depth of marking of firearms and their essential components.
Effective Date
The new provisions will come into effect 14 days after their official announcement.
