Karol Nawrocki signed a decision authorising the use of Army units to aid police under Operation “Horizon”, according to spokesperson Rafal Leskiewicz on X. The move follows PM Donald Tusk counter‑signed the proposal to launch the operation.
Operation Scope and Timing
The Ministry of Interior and Administration and the Ministry of National Defence will mobilise up to 10,000 soldiers starting Friday, 21 November. Police and the army are tasked with securing critical infrastructure and increasing public presence.
Response to Rail Sabotage
Operation “Horizon” is a reply to sabotage on Poland’s rail network over the weekend of 15–16 November on the Warsaw‑Lublin line. Investigations indicate Ukrainian nationals acting on Russia’s behalf caused the incidents.
Security Alarm Status
Following the attacks, the prime minister introduced a third alarm level for railways, scheduled to remain in force until the end of February 2026.
Government Coordination
The National Security Bureau noted that Nawrocki expects urgent action, urging the prime minister to submit a request for armed‑force involvement. Defence Minister Władysław Kosiniak‑Kamysz and Interior Minister Marcin Kierwiński sent a request to the prime minister, which the Chief of the General Staff presented at the National Security Committee meeting on 18 November.
