Polish Rail Baltica project worth over 5 billion złoty faces delays after consortium selected for contract challenges rejection in court.
Rail Baltica Project Faces Delays
The reconstruction of the Rail Baltica line from Białystok to Ełk, valued at over 5 billion złoty, has been significantly delayed. Despite the tender announcement for this section’s modernization and second track construction at the beginning of 2025, the contract signing remains distant.
Consortium Challenges Rejection
A consortium of Mirbud and Torpole, initially selected as the winner in autumn, was rejected after competitors filed protests with the National Appellate Chamber. On Monday, the consortium announced its intention to pursue the contract through the courts.
Environmental Penalty Dispute
The National Appellate Chamber identified that Mirbud omitted information about a 15,000 złoty environmental penalty for the S1 route construction in its tender offer. The consortium maintains this penalty had expired when their bid was selected.
Risk to EU Funding
Marcin Mochocki, vice president of PKP Polish Railways, warns that prolonged disputes could result in the loss of EU funding for the project, underscoring the critical nature of resolving the legal challenges promptly.
