In the same address, the Russian leader expressed that Russia seeks an agreement with Ukraine but believes a legal framework is currently impossible. He cited his view that outcomes from Ukraine‑U.S. talks in Geneva could underpin future peace accords.

Putin also stated that Russia is ready to guarantee in writing that it will not attack Europe, labeling the plea as “sounds funny” yet ready to formalise it if requested.

Analyst on the U.S. 28‑Point Plan

The original 28‑point U.S. peace plan reportedly stipulated that Ukraine would face consequences if it attacked Russia, while a reciprocal situation imposed no penalties. It also limited Russia’s ability to conduct an invasion but allowed for air attacks.

One clause expected Russia would refrain from invading neighboring states, yet in practice it merely expresses hope that it will not happen, raising concerns. Analysts argued the plan permits Russia to influence NATO internal matters.

A revised arrangement aims to strengthen security guarantees, and the White House claims Ukrainian officials deemed the updated version reflective of Ukraine’s national interests after Geneva talks.
