Vladimir Putin signed a decree on 12 June 2024 approving Russia’s National Policy Strategy to 2036, which outlines aims for territorial integrity and identity integration of occupied Ukrainian regions.
New Strategy Approved
Vladimir Putin signed a decree confirming the “National Policy Strategy of Russia to 2036”. The document comprises six sections and a total of 61 points. It asserts that implementing the strategy will strengthen the historically formed unity of the Russian state and ensure territorial integrity, internal stability, harmonious development, and prosperity of the peoples of the Russian Federation.
Identity Goals for Annexed Ukrainian Regions
The strategy requires Russian authorities to increase the number of people in annexed parts of Ukraine who identify as Russians and speak Russian. It also projects that by 2036, 95 % of Russia’s entire population will identify as Russians. The decree will take effect on 1 January 2026.
In its justification, the strategy stresses streamlining coordination among federal, state, and local bodies in national policy implementation, ensuring cooperation with civil society institutions.
Parallel Peace Plan in Draft
On the same day Moscow announced the new strategy, Reuters reported that the Kremlin is preparing a separate peace plan for Ukraine. The document, intended to be shared with the United States after a meeting between President Donald Trump and Ukrainian President Volodymyr Zelensky in Washington, contains 30 points. Two key points, not previously disclosed to Ukraine, involve significant territorial transfers in eastern Ukraine to Russia.
