RDS Opposes PIP Law, Calls for Additional Consultations

Polish employers and unions oppose a Labor Inspectorate law, citing insufficient consultation before final adoption.

Opposition to the Resolution

A request submitted by the Federation of Polish Entrepreneurs led to the matter being reconsidered. It was supported by all employer organizations and two trade union centers – NSZZ Solidarity and the Trade Unions Forum. The National Agreement of Trade Unions did not support the resolution.

Insufficient Consultations

As Marek Kowalski, chairman of the Federation of Polish Entrepreneurs, emphasizes, the decision to adopt the resolution was a consequence of growing doubts about the procedure of the project. Both the employer side and the union side recognized that the consultations conducted during the work on the law were insufficient.

OPZZ’s Formal Objection

Meanwhile, Norbert Kusiak, director of the Economic Policy Department of OPZZ, explains that the opposition to the resolution was formal in nature. OPZZ did not support RDS Resolution No. 145 because their key proposal clarifying its content was not taken into account.

Proposed Changes

OPZZ proposed that the content of the resolution should explicitly refer to consultation deadlines specified in Article 5, paragraph 4 of the July 24, 2015 Act on the Social Dialogue Council. They believe the 7-day deadline was too short for a transparent social dialogue process. Regardless of procedural problems, OPZZ supports the project’s strengthening of PIP competences.
