She echoed Russian propaganda that labels Ukrainian authorities a “terrorist regime” and warned that past militarization and weapon deliveries to the “terrorist regime” have not produced a solution.

Zakharova referred to President Trump’s claim that the war would end through U.S. action, asserting that any new deliveries to Ukraine would hinder the fulfillment of those promises.
Pentagon’s Security Assessment
On October 31, CNN reported that the Pentagon had carried out a military assessment indicating that sending Tomahawk missiles to Ukraine would not compromise U.S. security. The White House was informed that the United States already possessed a sufficient number of missiles to aid Ukraine without weakening its own defensive capabilities.
Trump–Putin Dialogue and U.S. Weapon Supply Constraints
On October 16, Donald Trump spoke by phone with Vladimir Putin; Putin warned that transferring Tomahawk missiles could heighten conflict and strain U.S.–Russia relations. The next day, after a meeting with President Zelensky, Trump said the United States cannot give all its weapons to Ukraine, stating that while the missiles are powerful, the U.S. must retain enough for its own security.
