Who is Vladimir Alekseev?

Vladimir Alekseev serves as the deputy chief of the GRU. His superior is Igor Kostyukov, who leads the Russian delegation negotiating peace with Ukraine. Ukrainian intelligence considers Alekseev responsible for “preparing preliminary data for missile and air attacks on Ukrainian territory” and for “legalizing the Russian presence in occupied territories through the organization of so-called referendums.”
