Saudi Arabia Analyzing Billions-Dollar Investment in Poland’s Port Polska

Saudi Arabia’s Public Investment Fund is reviewing a potential multi-billion dollar investment in Poland’s Port Polska infrastructure program.

Global Expansion of Saudi Fund

The interest of Saudi Arabia’s Public Investment Fund (PIF) in Poland’s infrastructure projects fits the fund’s global expansion strategy. PIF, one of the world’s largest sovereign wealth funds, manages assets exceeding $900 billion. It finances transport, energy, technology, and infrastructure projects focusing on long-term investments.

Poland’s Readiness for Gulf Investment

Poland’s Development Fund states its infrastructure projects now match the scale of major institutional investors. PFR President Piotr Matczuk notes Poland is ready to discuss partnerships for financing strategic investments, emphasizing diversified funding sources as key to economic stability.

Port Polska’s Scale and Components

Port Polska is a comprehensive program including a new central airport and nationwide transport network expansion. The total estimated cost is PLN 131.7 billion, making it Poland’s largest infrastructure investment. The airport component, located between Warsaw and Łódź, costing approximately PLN 43 billion, will serve as Poland’s main transport hub with an initial annual capacity of 34 million passengers.

Financing Structure

The financing model combines public funds and external capital. About 30% of costs will be covered by equity, with the remaining 70% from debt financing and institutional partners. The project company aims to secure PLN 30 billion in debt, potentially involving the Polish Development Bank. Polish Airports plans to invest PLN 4.6 billion in the new airport.

Strategic Importance for Both Nations

Foreign investors like PIF, capable of investing hundreds of millions of euros, are crucial for projects of this scale. Saudi Arabia’s Vision 2030 aims to diversify its economy away from oil, with global transport and logistics infrastructure investment as a key pillar. Poland’s location as a transport hub between Western and Eastern Europe makes it an attractive investment destination.
