Security Clearance Dispute Threatens National Security Council Meeting

Head of National Security Bureau claims access to classified information despite minister’s objections, raising questions about Wednesday’s security council meeting.

Cenckiewicz’s Claim

Sławomir Cenckiewicz asserts he has access to classified information after the administrative court annulled decisions that revoked his access. The verdict is not final, as the Chancellery of the Prime Minister filed an appeal on August 5, 2025.

Legal Arguments

The head of BBN states that regardless of security clearance certification, the law on protection of classified information (Article 21, section 4, point 1) grants him access to information marked “restricted.” Cenckiewicz cites the Internal Security Agency’s (ABW) public information bulletin, which states that a unit head is authorized to issue written permits for access to “restricted” information.

ABW Training Certificate

A security training certificate is required, which Cenckiewicz claims ABW issued on February 3, 2025, after his previous certificate expired. He argues that training requires access to classified information first, and since he has access, training was provided. He cited an ABW Department of Protection of Classified Information document dated August 1, 2025.

Minister’s Response

Tomasz Siemoniak’s spokesperson Jacek Dobrzyński dismissed Cenckiewicz’s position as “disinformation,” claiming the training was only for continuity purposes, not granting access. Dobrzyński accused Cenckiewicz of selectively citing “manipulated” regulations and emphasized that Cenckiewicz does not have access to classified information as confirmed by ABW.

Czarzasty’s Case

Right-wing politicians accuse Włodzimierz Czarzasty of not submitting a security questionnaire when he was a deputy marshal and sat on special services committee, requiring him to leave when classified matters were discussed.
