Sweden Proposes Mandatory Registration for EU Citizens

A Swedish government commission proposes introducing mandatory registration of European Union citizens living in the country. The proposal requires foreigners to register their stay with the migration office and allows for financial penalties on those who fail to comply. The new regulations are set to take effect on January 1 of next year, if the government and parliament accept these solutions.

Policy Planning Challenges

A similar registration system operated in Sweden until 2014, but was abolished. Therefore, Swedes do not have full information on how many foreigners from the European Economic Area actually live in the country and on what basis they enjoy the right of residence. Swedish authorities claim that the lack of a central register complicates planning policies in the fields of migration, labor market, and social benefits.

Security Considerations

Migration Minister Johan Forssell said that Swedish authorities “must have better information about who is in Sweden and on what basis.” – This is important for our security – he added. Forssell emphasized that actions to improve the effectiveness of migration policy and fight crime must go hand in hand with protecting freedom of movement in the EU.
