Preliminary findings indicate the teenager was riding on the sidewalk towards Powązkowska Street and struck the young woman coming from the opposite direction.
The incident took place within one of the housing estates on Kolska Street. According to preliminary information, the 16-year-old was operating a vehicle described as an electric bicycle, which, due to its characteristics, could bear the hallmarks of a moped. The 18-year-old was struck while the vehicle was being ridden on the sidewalk.
Victim Hospitalized, Investigation Underway
The injured woman was transported to the hospital with bodily injuries. On-site activities were conducted to determine the exact circumstances of the incident. The police are handling the case. Before entering the estate, there was a sign prohibiting mopeds and scooters. The question remains why security did not stop the 16-year-old riding the moped earlier before entry.
Electric Vehicle Legalities
According to regulations, an electric bicycle remains a bicycle only if the electric assist is auxiliary, activated by pedaling, its power does not exceed 250 W, voltage is not higher than 48 V, and assistance gradually diminishes and ceases above 25 km/h. The Warsaw Metropolitan Police previously indicated that vehicles equipped with, among other things, a throttle grip or exceeding these parameters do not fall within the statutory definition of a bicycle and may be treated as mopeds.
In the case of a moped, additional obligations are required. The vehicle must be registered, have a license plate, and mandatory third-party liability insurance. The rider must also possess appropriate qualifications; for a minor over 14 years old, this is an AM category driving license.
Police Focus on Driver and Vehicle Status
Officers will determine if the 16-year-old possessed the required qualifications and adhered to traffic safety regulations. It will also be checked whether the vehicle he was riding met the technical conditions for an electric bicycle or should be classified as a moped. As stated by the police, preliminary findings already indicate it will be classified as a moped.

The issue of electric single-track vehicles on sidewalks is a subject of police controls in Warsaw. The Metropolitan Police reported that some vehicles appearing as bicycles do not, in fact, meet the definition of a bicycle, and their users do not always comply with applicable regulations. In August 2025, officers inspected 210 such vehicles, issued 66 fines totaling over 7,000 PLN, and one vehicle was not permitted further operation.
