New Support Model for Seniors
Beginning in 2026, individuals over 65 will be eligible for a new form of assistance designed to help with daily tasks such as meal preparation, mobility, cleaning, and medical coordination. This initiative, established by the government on May 5, 2026, is not a direct cash payment, but rather a non-cash benefit providing essential services. Approximately 20,000 people are expected to benefit from this program.
Eligibility and Income Requirements
The senior voucher is intended for individuals aged 65 and older who require assistance with basic activities. Eligibility is determined by municipal authorities, who will assess the senior’s specific functional needs. A key financial criterion is that the average monthly income over the three months prior to the application must not exceed 3,410 PLN. This threshold is subject to annual indexation.
Delivery and Implementation
The program will be managed by local municipalities (gminy), which will sign agreements with seniors to define the scope of necessary support. Priority will be given to areas with limited access to public care services or those anticipating a rapid growth in the elderly population. To address staff shortages, the government plans to implement simplified training for new caregivers, requiring at least 30 hours of instruction, including first aid.
Program Timeline and Goals
The program is slated to launch in the final quarter of 2026, with some reports suggesting a September 1 start date, though an official schedule remains pending. The initial phase will run through 2028 with a budget of approximately one billion PLN. The initiative also aims to reduce the “grey market” in private care services by creating a localized network of trained providers.
