A new U.S. intelligence report assesses Russia maintains a battlefield advantage in Ukraine and intends to pursue victory on its terms, potentially escalating conflict with NATO.
Annual Threat Assessment Highlights Russian Confidence
On Wednesday, March 18th, U.S. intelligence released its Annual Threat Assessment for 2026, prepared by the Office of the Director of National Intelligence (DNI) under Tulsi Gabbard. The report indicates Russia believes it can still achieve its objectives in Ukraine.
The assessment states Moscow “almost certainly remains convinced that it can prevail on the battlefield in Ukraine and impose a settlement on its terms.” However, the report also suggests U.S. peace efforts could alter this dynamic and foster a potential thaw in relations.
Risk of NATO Escalation
The document warns that the continuation of the war in Ukraine increases the risk of escalation to a direct confrontation between Russia and NATO, both unintentionally and deliberately.
Russia’s continued willingness to sabotage allies, the U.S., and Europe to disrupt support for Ukraine – citing the November 2025 railway explosion in Poland as an example – is highlighted as a key threat.
Russian Military Capabilities Remain Strong
Despite wartime losses, the report assesses that Russian land forces are increasing in number, and its air force and navy remain capable, even more effective than before the full-scale invasion. Russia is also developing hypersonic weapons, anti-satellite systems, and underwater capabilities.
The most serious threat from Moscow remains the risk of an escalatory spiral leading to direct military action with NATO, including a potential nuclear exchange.
Ukraine Anticipates Major Russian Recruitment Drive
Ukrainian Armed Forces Commander-in-Chief General Oleksandr Syrsky reported that intelligence indicates Russia plans to recruit over 400,000 soldiers in 2026. He stated, “The enemy is not abandoning its intentions and continues to prepare for further aggression against Ukraine.”
Syrsky noted increased Russian activity on the front lines and held an operational meeting regarding the engineering preparation of defensive lines, emphasizing the importance of fortifying defenses, developing drone protection systems, and preparing for the defense of cities and villages.
He stressed that the quality and speed of defensive work are critical not only for the durability of the defenses but also for the lives of Ukrainian soldiers.
