According to CNN, the U.S. Army Secretary stated that Ukrainians had agreed to a peace agreement, though a few minor details were still to be finalized. The U.S. and Russia began negotiations on Tuesday in the United Arab Emirates.
Ukraine Reports Agreement on Key Terms
Ukrainian National Security and Defense Council Secretary Rustem Umierov announced on X that U.S. and Ukrainian delegations reached an agreement on the core terms negotiated Sunday in Geneva. He urged support from European partners and expressed hope for a U.S. visit by President Zelensky in November.
Zelensky Highlights Difficulty of Final Document
President Volodymyr Zelensky, speaking Monday evening, noted that after Geneva the number of points had fallen below 28 and many key issues were already included. He said it remains challenging to draft a final document and must proceed with dignity.
Original 28-Point U.S. Peace Plan
The U.S. plan proposed 28 items, including security guarantees, reduction of the Ukrainian army to 600,000 troops, restoration of territories seized by Russia, and a gateway to NATO. It called for European fighter jets in Poland and financial compensation for Kyiv, with Russian assets frozen until payment.
Revisions Trimmed Plan to 19 Points
During Geneva talks, the plan was to be decreased to 19 points. Some items were removed, others altered, and all Ukrainian responses were addressed, according to a social-media post by President Alexander Bevz, advisor to the presidential office.
