Ukraine Delays Access for Pipeline Inspection, Raising Political Concerns

EU Mission Awaits Access

A group comprising representatives from the European Commission and experts from member states is currently in Kyiv, awaiting permission from Ukrainian authorities to access the damaged pumping station in Brody and assess the pipeline’s condition.

Political Dimensions Suspected

Kyiv initially cited security concerns for the delay, but sources within Brussels suggest President Volodymyr Zelenskyy’s decision to bar external observers from the pipeline may have political motivations.

Hungary and Slovakia Allege Intentional Disruption

Hungary and Slovakia have stated that Kyiv intentionally suspended oil transit through the Friendship pipeline.

Pipeline Damage Sparks Dispute

The Friendship pipeline, damaged in a Russian attack on January 27th, has become a point of contention between Kyiv, Budapest, and Bratislava. The damage halted the transit of Russian oil through Ukrainian territory to Hungary and Slovakia.

Ukrainian authorities have expressed willingness to repair the pipeline but cautioned that the damage is severe and the pipeline could be re-damaged by Russia at any time.

Orbán Blocks EU Aid and Sanctions

In response, Hungarian Prime Minister Viktor Orbán blocked a proposed EU loan of 90 billion euros for Ukraine for 2026 and 2027. Hungary and Slovakia also refused to support the 20th package of sanctions against Russia.

Both countries claim to possess satellite imagery purportedly showing the pipeline was not damaged. Orbán announced Hungary would suspend gas deliveries to Ukraine until oil transit through the Friendship pipeline resumes.

Ukrainian Response to Hungarian Mission

Ukraine dismissed a Hungarian mission sent in March to inspect the pipeline as “tourists” and stated it would not organize a formal meeting with the Hungarian delegation.

EU Offers Support for Repairs

The European Commission has pledged technical and financial support to help resolve the pipeline failure. President Zelenskyy, in a letter on March 17th to the heads of EU institutions, indicated he would accept the EU’s offer of support for repairing the Friendship pipeline.
