Original Plan Discarded

The 28‑point agreement, first proposed by the United States, has been formally dropped. Officials confirmed that no version of the plan in its original form currently exists.

New Draft: Nine Points

During Sunday negotiations, the U.S. delegation led by Secretary of State Marco Rubio and the Ukrainian delegation headed by President Andrij Jermak’s chief of staff distilled the proposal to nine points. Several items were eliminated, while others underwent revisions.

Kyiv and European Allies Oppose Recognizing Occupied Territory

Kyiv and its European partners maintain that the current front line should serve as a basis for future territorial talks and that recognition of lands occupied by Russia is unacceptable. They also insist that decisions on EU and NATO accession must remain Ukraine’s prerogative.

Key Negotiated Elements

The revised framework still includes safeguards for Ukraine’s security, a capped Ukrainian army size, and mechanisms for financial compensation. It proposes the stationing of NATO (including U.S.) fighter aircraft in Poland and the freezing of Russian assets until payment is made.
