According to Axios, U.S. and Russian officials have allegedly formulated a 28‑point strategy aimed at addressing peace in Ukraine, security guarantees, future U.S.–Russia relations, and European security, taking inspiration from Trump’s prior Gaza agreement.
Key Figures and the Miami Round‑table
Special envoy Steve Witkoff, appointed by Trump, reportedly discussed the draft with Kirill Dmitriev, a former deputy foreign minister involved in Ukraine matters. Ukrainian adviser Rustem Umerov was also present. The meeting took place in Miami from 24–26 October.
Statements from U.S. and Russian Officials
White House officials said President Trump sees an opportunity to end the war if both sides are flexible. Dmitriev cited an August Alaska meeting between Putin and Trump as the foundation for the document, noting the U.S. is “explaining the benefits” to Ukraine and Europe.
Ukrainian Reaction and Future Negotiations
Ukrainian officials, including president Zelenski, are reportedly aware of the U.S.–Russia collaboration. Ukraine has pledged to resume diplomatic efforts to end the conflict, with potential meetings scheduled with President Zelenski.

On 19 November, a high‑ranking U.S. military delegation, led by Army Secretary Dan Driscoll and two four‑star generals, visited Ukraine to discuss ending the war. Driscoll plans to meet with Russian officials later, though a meeting with Zelenski has yet to be scheduled.
