Warsaw Investigation Accuses KOWR Staff of Abuse in CPK Land Sale

The Warsaw District Prosecutor’s Office has opened a formal inquiry into alleged abuse of power by staff of the National Agriculture Support Centre’s Warsaw branch over the sale of former Zabłotnia land to a private buyer on 1 December 2023.

Investigation Launched by Warsaw Prosecutor’s Office

The Warsaw District Prosecutor’s Office has opened a formal investigation into alleged abuse of power by public officials of the National Agriculture Support Centre (NASC) Warsaw branch.

Timeline of Alleged Misconduct

The investigation concerns actions carried out from the beginning of 2023 up to 1 December 2023, during which the officials allegedly acted repeatedly in short intervals with a premeditated intent to gain financial advantage.

Violation of State Property Management and CPK Law

According to the prosecutor, these actions violated the Law on State Property Management and the Central Communication Port Act, breaching public interest by facilitating the sale of former Zabłotnia assets.

Misrepresentation of Property Status and Sale

The report from Centralny Port Komunikacyjny alleged that the NASC officials misled the CPK company about the legal nature of the former Zabłotnia land, claiming it was subject to claims that would prevent CPK’s acquisition, yet the property was sold on 1 December 2023 to a private individual.

Legal Grounds and Potential Punishment

The prosecutor considers the case to be a justified suspicion of a crime under article 231 §2 of the criminal code in conjunction with article 12 §1, punishable by imprisonment of one to ten years.

Prosecutor Statement

Prosecutor Piotr Antoni Skiba, Public Relations Officer of the Warsaw District Prosecutor’s Office, presented the findings.
