Warsaw Launches Public Consultations to Expand Uncontrolled Paid Parking Zone in Włochy and Służewiec

The City of Warsaw’s Roads Administration has opened public consultations for extending the Uncontrolled Paid Parking Zone to parts of the Włochy district and the Służewiec area of Mokotów, running until 31 December 2025.

On  [date of announcement], the Roads Administration announced the start of public consultations for the extension of the Uncontrolled Paid Parking Zone (SPPN) in Włochy and the Służewiec area of Mokotów. Residents of these zones may review proposed traffic and parking plans and submit comments by 31 December 2025.

Purpose of Uncontrolled Paid Parking

The parking zone is intended primarily to meet the parking needs of the local community, giving residents priority access to parking spaces. It also aims to generate revenue and reduce long‑term occupation of spots by vehicles parked all day by non‑residents.

Proposed Changes for Włochy

Włochy lies near major outbound routes and the Chopin Airport, a place where long‑term parking by outsiders has been problematic for years. The Roads Administration has drafted preliminary traffic and parking plans covering the area, subdividing it into two sub‑zones split by Krakowska Avenue. Plans cover streets such as Łopuszańska, Równoległa, Działkowa, Krakowiaków, Nasienna, Instalatorów, Rakowska, Hynka, 1 Sierpnia, Żwirki i Wigury, and Komitetu Obrony Robotników, each with detailed parking and traffic solutions for residents to review.

Proposed Changes for Służewiec

The Służewiec extension targets a heavily built‑up office area where parking problems have persisted for years. It follows earlier extensions implemented on 3 February 2025 in Upper and Lower Mokotów. The planned zone is divided into two sub‑areas with proposals for streets such as Wołoska, Domaniewska, Konstruktorska, Racjonalizacji, Samochodowa, Magazynowa, Zdziechowskiego, Marynarska, Postępu, Taśmowa, Wynalazek, Obrzeżna, Cybernetyka, Bokserska, Komputerowa, and Logarytmiczna.

Participation Options and Schedule

Consultations will begin with a joint online meeting streamed on YouTube, where officials will present project assumptions, parking occupancy data, and answer questions. Two in‑person meetings will be held at the Włochy District Office for residents of Włochy, while two additional sessions will occur at the Kadr Cultural House in Służewiec. Online and electronic channels are also available for those who cannot attend live meetings.

All comments may be submitted at any time before the deadline of 31 December 2025. Afterward, the Roads Administration will analyse the gathered feedback, prepare a consultation report, and propose any necessary adjustments. The final decision on zone expansion and its boundaries will be made by Warsaw city council members through a council resolution.
