Warsaw Ring Road Plans Face Local Opposition

Residents protested in Warsaw on April 24th against proposed routes for the A50 Warsaw Agglomeration Ring Road, fearing displacement and environmental damage.

Residents Protest Proposed Ring Road Routes

On Friday, April 24th, residents gathered outside the General Directorate for National Roads and Highways in Warsaw to protest planned routes for the Warsaw Agglomeration Ring Road. The protest focused on the Tarczyn Sub-variant (Red Route), as well as Variants 1, 2, and 3 of the future A50 highway.

Protesters from the municipalities of Tarczyn, Prażmów, and other affected areas voiced concerns about potential home demolitions, expropriations, disruptions to farms, fragmentation of residential areas, and destruction of green spaces.

Tarczyn Sub-variant Draws Strongest Opposition

The primary focus of the protest was opposition to the Tarczyn Sub-variant, known as the Red Route. Residents believe this route would disproportionately impact local communities and those living in areas slated for the A50 highway.

Protesters also opposed Variants 1, 2, and 3, currently under consideration as part of the Warsaw Agglomeration Ring Road project.

Variant 4B Gains Support

Simultaneously, a separate gathering expressed support for Variant 4B. Some residents and local governments view this as an acceptable solution, as it would minimize disruption to residential areas in Tarczyn and Prażmów. The Prażmów municipality has previously indicated support only for Variant 4/4B.

Project Overview and Local Concerns

The dispute concerns the western section of the Warsaw Agglomeration Ring Road. The planned A50 highway aims to take over some transit traffic around Warsaw and relieve the existing road network.

However, for residents of the affected municipalities, the investment carries the risk of significant changes to their immediate surroundings.

Fears of Displacement and Environmental Impact

Variants 1, 2, 3, and the Tarczyn Sub-variant are generating the most concern. Residents fear demolitions, evictions, expropriations, and the division of towns by the expressway.

They also cite potential tree felling, interference with forest areas, noise pollution, loss of property value, and the impact on farms and local businesses.

Community Impact and Local Government Involvement

Protesters emphasized that the threatened areas contain existing homes, building plots, ongoing investments, and family farms. For many, the issue extends beyond road plans and directly affects their homes and the future of their communities.

The Tarczyn municipality has already expressed its opposition to Variants 1, 2, 3, and the Tarczyn Sub-variant, sending a written protest to government officials.

The Prażmów municipality has also engaged in the effort, informing residents about the protest and organizing a joint trip to the GDDKiA headquarters in Warsaw, reaffirming its support for Variant 4/4B.

Ongoing Protests and Future Actions

The protest at GDDKiA headquarters followed similar gatherings outside the Ministry of Infrastructure. Residents have announced plans to submit petitions and take further action to block variants they believe excessively interfere with development and the environment.

GDDKiA Response and Project Status

GDDKiA emphasizes that work on the Warsaw Agglomeration Ring Road route is still in the analysis phase. Variants are being assessed as part of a technical, economic, and environmental study, and the final route has not yet been selected.

Comments from residents, local governments, and businesses will be analyzed by designers and road authorities.

A Contentious Project with Significant Implications

The dispute over the A50 route highlights the strong emotions surrounding the planned investment. While the highway is intended to serve an important communication function for the Warsaw agglomeration, its route could have serious consequences for specific towns, families, and property owners.
