Warsaw has finalized new agreements with rental e-scooter operators to restrict parking and usage zones, while a national mandate requiring helmets for riders under 16 takes effect on June 3.
New Restrictions and Safety Mandates
The city has established additional areas where e-scooter movement is restricted or strictly prohibited. Starting June 3, a nationwide regulation will require all riders under the age of 16 to wear helmets when operating bicycles or electric scooters.
Addressing Urban Congestion and Safety
Rental e-scooters are now a permanent fixture in Warsaw, yet their usage has frequently led to sidewalk violations and improper parking. To address these concerns, the city signed agreements with operators Bolt, Dott, and Lime to regulate public space usage.
Regulatory Challenges and Local Initiatives
Mayor Rafał Trzaskowski noted that because national legislation remains insufficient, the city took the initiative to establish these comprehensive agreements. Warsaw remains the first city in Poland to legally require financial contributions from operators for infrastructure maintenance, totaling approximately 1 million PLN annually.
Parking Infrastructure and Enforcement
The city has designated over 12,500 parking racks across 2,900 locations, including Veturilo stations, to organize e-scooter parking. In districts like Śródmieście, Żoliborz, Wola, and Bielany, operators are paying to maintain 133 specific parking zones.
Statistical Necessity for Change
Despite representing only 7.8 percent of traffic on bicycle paths, e-scooter users were involved in 66 accidents last year, causing 39 of them and resulting in 73 injuries. Consequently, the city is implementing stricter speed limits and prohibited zones to improve safety.
