Warsaw Waste Collection Transition Faces Delays, Confusion

A change in waste management operators in Warsaw’s Wawer, Wesoła, and Rembertów districts since April 1st, 2026, has resulted in collection issues and resident complaints.

New Waste Operator and Initial Problems

Since April 1st, 2026, MPO has taken over waste collection in Wawer, Wesoła, and Rembertów, replacing Lekaro. This transition included new schedules, container replacements, and a full system handover. However, the initial phase experienced delays, overflowing collection points, and frequent schedule adjustments, leading to reports of uncollected waste accumulating near properties.

Following a public consultation involving the District Council, MPO, and the Waste Management Bureau, the city has prepared a comprehensive Q&A document addressing key technical and logistical issues related to the changes implemented in Wawer.

Lekaro Waste and Collection Schedules

There will be no additional collection dates to remove waste left by Lekaro according to the current schedule. This is causing instances of uncollected waste on some streets, as garbage trucks are already full with waste not previously collected by the former company.

MPO to Collect Remaining Lekaro Waste

MPO will make a one-time collection of waste from old containers and bags provided by Lekaro as a gesture of goodwill during the transition, despite the new contract prohibiting the collection of waste from private or other companies’ bins.

Lekaro Container Removal Deadline

Lekaro is contractually obligated to remove all its containers from the district by April 30th at the latest.

Green Waste Disposal Guidelines

Green waste, such as grass and leaves, should be placed in 120-liter bags, preferably transparent or semi-transparent, to allow MPO employees to easily verify the contents. Waste will still be collected from other bags, but avoiding colored bags or bags labeled as green waste is recommended.

Branch Disposal and Compost Bin Policy

Small branches can be loosely tied into bundles up to 1.20 meters long to facilitate weighing by the garbage truck crew. Residents with a compost bin discount will not have green waste collected from their property; to enable MPO collection, they must waive the compost discount and pay an additional 9 zł per month.

MPO will not collect green waste from individuals with compost bins due to existing legal regulations and the principles governing financial incentives.

Compost Bin Discount Details

Having a declared compost bin entitles residents to a 9 zł monthly discount on waste collection fees. The law does not allow for partial solutions – residents must either declare composting all their green and kitchen waste to receive the discount or forgo the discount and have everything collected by MPO.

Options for Green Waste Collection with a Compost Bin

If residents have a compost bin but still want MPO to collect green waste, alternative solutions are available.

Waste Limits Per Property

There is no limit to the amount of waste per property. MPO has stated it will collect containers and waste packed in bags left next to the container.

Container Delivery Timeline

MPO’s director has stated that container shortages should be resolved by mid-April. Residents are encouraged to report missing containers through the 19115 application. The current chaos stems from an outdated list provided by the previous operator, with discrepancies between the system’s records and actual container deliveries.

Harmonogram Change Requests

MPO currently does not plan to revert to the previous collection schedule. The current schedule complies with the Regulations for Maintaining Cleanliness and Order in the City of Warsaw. More frequent collection of bio and mixed waste is possible for multi-family buildings, but not for single-family homes.

Harmonogram System Issues

A system failure on April 8th caused incorrect or missing collection dates to appear in residents’ schedules within the 19115 system. The issue has been resolved, and users are advised to log in and verify their schedules.

Reporting Problems

Residents are encouraged to report issues through the 19115 application. In exceptional cases, they can email the Waste Management Bureau directly at protected. A dedicated email address for MPO will also be active until the end of April: protected.

Container Cleaning Plans

MPO plans to begin cleaning bins in the second quarter of the year. This will occur on collection day, with a dedicated cleaning vehicle following the standard garbage truck. Residents should avoid immediately returning containers to their property after emptying to allow for cleaning. The cleaning vehicle may arrive with a delay due to the need to return to base for clean water.

Checking the Waste Collection Schedule

The current waste collection schedule can be checked on the official Warsaw 19 115 website, which has a dedicated section for verifying collection dates by address. The 19115 application can also be installed to set reminders for waste collection.

Container Options and Private Containers

A MPO container is mandatory for mixed waste. For other fractions, a complete set of containers or bags is required. Container sizes are fixed, and changes are not possible for single-family homes. Private containers purchased directly by residents will not be accepted by MPO, as their containers have chips and a specific technical standard tailored to the type of waste.

Container Exchange Policy

Residents cannot exchange containers with each other, as they are assigned to specific properties. Residents wishing to exchange containers should submit a request through warszawa19115.

Bag Distribution for Separated Waste

In single-family homes, bags for separated waste are distributed during the first collection of that fraction. If residents need bags and did not receive them from Lekaro, they can request them from the Resident Service Department at the Wawer District Office, ul. Żegańska 1. Bags will only be issued in April.

Waste Presentation Requirements

If the bin area is accessible and open, MPO will collect containers from the bin area. MPO employees will not enter private property to avoid accusations of trespassing or theft.

Access to Bin Areas

MPO did not receive any keys, fobs, or access codes to bin areas from the previous operator, Lekaro. Residents and administrators are responsible for providing access. To provide access to MPO, 7 complete sets of keys/fobs are required, one for each waste fraction collected by a different crew on different days.

Alternative Access Solutions

If providing 7 sets of keys or fobs is problematic or costly for a community, alternative solutions are available.

Timeline for Normalization

According to MPO, based on experiences from other districts, the situation should return to normal from May.
