Where Will Poland’s SAFE Funds Go? Tusk’s Office Details Allocations

Poland’s EU SAFE funds will bolster defense and internal security, with Tusk’s office detailing allocations to military projects and border systems.

Defense Allocations

Over 80% of SAFE funds will go to Polish defense firms, allocated for systems like the integrated anti-drone SAN system, Borsuk infantry fighting vehicles, Krab self-propelled howitzers, Baobab scatterable mine systems, air defense systems, artillery, rocket launchers, ammunition, early warning systems, and military infrastructure and logistics.

Internal Security Measures

SAFE funds will also enhance Poland’s internal security, designated for systems protecting the eastern border, observation and reconnaissance drones, command, control, and communication systems, specialized equipment, and cybersecurity systems.

Legislative Update

The Senat approved the SAFE implementation bill on February 19 with 61 votes for, 26 against, and no abstentions. It adopted three government amendments: ensuring defense ministry budget funds are not used for EU loan repayments, introducing service oversight of SAFE expenditures, and requiring the defense minister to report on program execution to parliament.

Program Details

The EU SAFE armament program totals 150 billion euros. Poland will receive nearly 44 billion euros in preferential loans. Warsaw aims to implement over 130 projects using these funds. A 15% advance payment could be received in late March or April, with loan repayments starting in 10 years and extending to 2070.
