On Thursday, November 27, Ukraine’s Cabinet Chief Andriy Yermak affirmed in a phone interview that President Zelenski will not concede occupied territories, citing constitutional bans.
Zelenski Not to Return Territories
Andriy Yermak made clear that President Zelenski does not plan to give up any of Ukraine’s occupied territories, stating that such a move would be unacceptable to any rational decision‑maker.
Cabinet Chief Confirms No Concessions
Yermak emphasized that the Ukrainian constitution forbids the transfer of occupied lands, and therefore no agreement on territorial surrender can be signed today.
Negotiations Will Continue on Demarcation Line
Ukraine is willing to negotiate only the delimitation of the contact line; Yermak said realistic talks can focus solely on setting that line and that further meetings could take place late in the week.
Peace Plan Rated Compatible with Ukraine’s Interests
Yermak assessed that the peace plan drafted during negotiations in Geneva and Abu Zabi is not contrary to Ukraine’s interests, although territorial matters were set aside.
Territorial Issues Left for Zelenski and Trump
While the earlier proposal would recognize Luhansk and Donetsk as Russian, it faced global criticism. The next discussions on territory are expected to involve Zelenski and Donald Trump, with the USA and Ukraine stressing that any future agreement must fully respect Ukraine’s sovereignty and guarantee a lasting, just peace.
