ZUS Flooded with Wave of Applications as HR Departments Face Avalanche of Problems

Starting January 1, 2025, Polish workers flooded ZUS with applications to include non-traditional employment in their seniority records, causing issues for HR departments.

Expanded Seniority Requirements

From January 1, 2025, an amendment to the Labor Code (Journal of Laws No. 1423) of September 25, 2025, now includes not only standard employment but also previously disregarded periods of employment in seniority calculations.

This change specifically covers various forms of employment that were previously not counted toward seniority, including contracts for specific tasks and self-employment.

Application Process for Workers

To benefit from this change, employees must submit a special electronic application (USP form) to ZUS.

This application allows workers to request the inclusion of their non-traditional employment periods in their seniority records.

Employer Responsibilities

Based on data recorded in the insured’s account, employers are required to issue special certificates online confirming the inclusion of these additional periods in the employee’s seniority records.

This process has created significant administrative burdens for HR departments dealing with the influx of requests.
