Russian military intelligence reportedly planned drone‑based terror attacks in Poland, Lithuania, and Germany, prompting a warning from the U.S. Institute for War Analysis.
Russian GRU Operation in Poland
Gazeta Wyborcza disclosed a GRU campaign that allegedly aimed to transport two sealed containers into Poland, Lithuania and Germany. The containers were intended to hold explosive material rather than food, according to sources linked to the Prosecutor General’s Office and the Internal Security Agency.
Logistics and Drone Delivery Plan
The operation involved deploying drones to ferry the sealed containers and to carry out the planned attacks. The project was meant to carry out terror activities across the three countries.
Role of Ukrainian Contractor Władysław D.
Władysław D., a 27‑year‑old Ukrainian who lived in Katowice, was recruited to contact a Telegram user who could help him earn money. He was instructed to travel to Lithuania and Germany, transport the packages, and receive payments in cryptocurrency. Polish police seized a fourth package and arrested D., who was also found with drone accessories and a package left near the A2 motorway toward Zgierz.
ISW Warning on Broader Sabotage Threats
The U.S. Institute for War Analysis warned that Russian and Belarusian special services could target critical infrastructure and violate airspace with drones. It suggested that these actors might use disinformation campaigns to sow doubt about Ukraine and to manipulate public perception, and that Russia could blame Poland and Ukraine for “false‑flag” sabotage attempts.
