Ukraine Intelligence Reveals China Shares Satellite Reconnaissance Data With Russia

Ukraine’s foreign intelligence agency disclosed that China is providing Russia with satellite reconnaissance of Ukrainian territory, intensifying a strategic partnership that has deepened after Western sanctions.

Ukraine’s Foreign Intelligence Service stated that evidence shows a high level of collaboration between Russia and China in conducting satellite reconnaissance of Ukrainian territory.

Foreign Intelligence Officer Oleg Aleksandrow said the aim of this cooperation is to identify strategic targets for destruction, including those owned by foreign investors.

China–Russia Collaboration in Economic Ties

In September, Ukrainian intelligence reported that around 13,000 entities linked to Chinese capital operate in Russia, a rise of more than 20% from December 2024.

Chinese managers are seeking to localize entire production chains in Russia, reducing costs and accessing Russian government business support programs.

China accounts for roughly one third of Russia’s foreign trade, whereas Russia represents only 4‑5% of China’s foreign trade.

Putin–Xi Meeting Highlights Increasing Dependence

At a September meeting in Beijing, President Xi emphasized the special strategic partnership between Russia and China, noting deepening dependence after Western sanctions.

West‑led restrictions on Russian oil and gas have pushed energy flows toward China, while Russia’s exclusion from international payment systems has increased dependence on the yuan.

China is also accused of supplying Russian dual‑use materials that may support the aggression against Ukraine.
