The European Commission notified the Council on 8 October that it had officially brought a complaint against Poland to the Court of Justice of the European Union (CJEU).
Deadline for Climate and Energy Plan
Under EU rules all member states were required to submit updated national plans detailing how they would achieve the EU’s 2021‑2030 climate and energy objectives by 30 June 2024.
What the Plan Must Include
Plans must set out measures to reduce CO₂ emissions, increase the share of renewable energy, and improve energy efficiency in line with EU targets.
Commission’s Assessment and Legal Actions
The Commission had judged Poland’s submitted plan to be “unambitious”. Unable to prompt improvement, it launched infringement proceedings in July and issued a further reminder in November before lodging the CJEU complaint.
Potential Consequences
If the Court sides with the Commission, Poland faces financial penalties for disregarding EU law and a requirement to adopt a new, compliant plan.
