Russia reached out to the United States about a proposed peace plan for Ukraine, following reports by the Russian news agency TASS and the subsequent travel of envoy Kirill Dmitriev to Miami.
Dmitriev Reports Outcomes of Miami Trip
Dmitriev informed President Putin of the results of his travel to Miami, where the war‑ending issue was discussed. It emerged that talks later took place between Russian and U.S. representatives at the direction of President Putin, as stated by Kremlin spokesperson Dmitry Peskov.
Peskov’s Brief Statement
Dmitry Peskov announced that the Russian side was represented by Yuri Uskov, while a number of American interlocutors participated. The spokesperson did not identify the U.S. participants and said that the discussions were to continue, though he declined to disclose further negotiation details.
Continuation of Dialogue
Both sides agreed during the talks that dialogue would be maintained. Peskov cautioned that releasing detailed information could negatively affect the negotiation process.
Putin Critiques Western Position
During a State Council meeting on 25 December, Putin focused on war‑related negotiations, noting that after discussions with Europeans, “Americans have withdrawn from some of their own proposals,” a sign of weakness in his view. He also said he was ready to offer concessions but intended to keep the entire Donbas under Russian control.
Russia Opposes the Peace Plan
