Americans presented post-war reconstruction plans for Gaza at World Economic Forum in Davos, with Kushner calling it a “masterplan.”
Assumptions of the Gaza Reconstruction Plan
American plans include cooperation with Hamas on Gaza’s demilitarization, making it independent of foreign aid, and dividing the territory into residential, industrial, green areas, and a coastal tourism zone. The plan also calls for building 100,000 housing units in Rafah and “New Gaza,” as well as 180 skyscrapers along the coast.
“People ask us what is plan B. We don’t have a plan B,” Kushner stated. “We signed an agreement, everyone is committed to implementing it. We have a masterplan, we will implement it step by step in the Middle East.”

“Many parties are trying to escalate the conflict in the Middle East,” Kushner said. “I think the war is over, let’s do everything in our power to cooperate, our goal is peace between Israel and the Palestinian people.”
Trump Calls Gaza Strip a “Beautiful Plot of Land”
President Trump thanked Kushner and US special envoy Steve Witkoff for their work on the plan, stating he is “deep down a real estate specialist” and that “location is fundamental.” He emphasized Gaza’s coastal location as a major advantage.
Peace Council Will Oversee Gaza Reconstruction
A Peace Council established by Trump will supervise the temporary “Palestinian technical government” in Gaza. Bulgarian diplomat Nikolay Mladenow will serve as liaison between the council and Gaza government. The council management will include Witkoff, Kushner, and Tony Blair, with Trump inviting leaders of about 60 countries to join.
