Polish Budget Units to Implement Salary Increases for Civil Servants

Poland’s Ministry of Family, Labour and Social Policy announces salary increases for budget unit staff, effective January 1, 2026.

Budget Law Provisions

The 2026 budget law provides that the average annual salary growth index in the public budget sector is 103%. According to regulations, salary increases for employees of the public budget sector occur within 3 months of the budget law’s announcement, with adjustment from January 1 of the given year.

Civil Servant Raises Announced

Ministerstwo Rodziny, Pracy i Polityki Społecznej (Ministry of Family, Labour and Social Policy) has presented tables with salary increases in several dozen budget units. The salary increases for civil servants cover both minimum and maximum rates.

Maximum Rate Increase Nuance

As emphasized by the Ministry of Family, Labour and Social Policy, raising maximum basic salary rates does not automatically mean an increase in employees’ salaries. However, it gives employers that possibility.

Implementation Details

The increased basic salary rates are to take effect from January 1, 2026. “The proposed changes will allow the employer, who is a budget unit, to shape the salary of individual employees in such a way as to guarantee the amount of the minimum wage for work” – emphasizes the family ministry.
