Background: Social Security Gap for Artists
The bill prepared by the Ministry of Culture and National Heritage is systemic and addresses the long-standing problem of social security rules not being adapted to the specifics of artistic work. Artists operate continuously with irregular, variable, and often low incomes, leading to breaks in contribution payments or complete exclusion from the social security system.
Proposed Solution: Guaranteed Insurance and Support
The legislation aims to introduce a mechanism ensuring constant social and health insurance for professional artists, irrespective of periodic income fluctuations. It also includes subsidies to contributions for artists with the lowest incomes, up to the level of the minimum wage.
