Poland’s Ministry of Family, Labour and Social Policy is expanding eligibility for the Large Family Card to include all foster families, starting October 1, 2026.
Changes to Large Family Card Regulations
Foster families and family care homes will be eligible for the Large Family Card, even if they are caring for only one child. The card will be valid for the duration of their foster care role.
Large Family Card Benefits
The Large Family Card (KDR) provides access to various discounts and benefits in shops, government and private institutions, and on railway travel. It is available in both paper and electronic formats, via a mobile app.
Eligibility Expansion for Foster Parents
Currently, the KDR is granted to families with at least three children, regardless of their age. The amendment allows foster parents and those running family care homes to apply for the card if they are caring for at least one child, regardless of the number of children under their care.
Card Validity Period
The project introduces specific regulations regarding the validity period of the KDR for foster families. Parents, including foster parents and those running family care homes, currently receive the card indefinitely.
Duration of Benefits for Foster Care
If a foster parent or family care home provider is not simultaneously caring for at least three children (including their own or adopted children), the KDR will still be issued indefinitely, but only until they cease to fulfill their caregiving function.
Implementation Date
The changes to the regulations governing access to the KDR for those providing foster care will come into effect on October 1, 2026.
