Many consumers are unaware that they are legally entitled to bill rebates if their energy provider fails to meet voltage quality standards, exceeds outage limits, or breaches customer service protocols.
Legally Mandated Rebates for Power Quality Issues
Consumers have a legal right to claim a rebate from their energy distributor if the electricity supplied fails to meet strict quality parameters defined by law. This often manifests as visible flickering of home lighting caused by voltage fluctuations.
According to the March 22, 2023, Regulation of the Minister of Climate and Environment, these rebates are granted upon written request if the quality standards defined in the regulation or the service contract are not upheld.
Verifying Power Quality and Potential Costs
If you suspect your power quality is substandard, you can request an official inspection from your energy provider. If the investigation confirms the suspected deviations from the established norms, the provider must rectify the issues and grant a rebate according to their tariff.
However, if the inspection reveals no issues, the customer is liable for the testing costs. For example, ENEA Operator charges 634.70 PLN for such services. Therefore, it is advisable to request an inspection only when clear, persistent symptoms of power issues are present.
Compensation for Excessive Power Outages
Beyond quality issues, consumers are entitled to rebates if power outages exceed the time limits set by regulation. The combined annual time for unscheduled outages cannot exceed 48 hours, while planned outages are limited to 35 hours per year.
The rebate amount is calculated based on the quantity of undelivered energy, determined by comparing usage during the outage period to usage from the same day in the previous week, accounting for contractual and statutory allowances.
Rebates for Substandard Customer Service
Energy providers are also required to meet specific customer service quality standards. Failure to meet these, such as delays in processing complaints or verifying metering equipment, provides further grounds for requesting a reduction on electricity bills.
