BBN Chief Clashes With Kosiniak-Kamysz Over Defense Policy and EU Funding

National Security Bureau (BBN) head Bartosz Grodecki has publicly challenged Deputy Prime Minister Władysław Kosiniak-Kamysz, criticizing government delays in security initiatives and demanding transparency regarding the EU’s SAFE funding mechanism.

Security Strategy vs. Political Illusions

Bartosz Grodecki questioned why Defense Minister Kosiniak-Kamysz required nearly a year to reach conclusions that President Karol Nawrocki reportedly presented alongside U.S. President Donald Trump on September 3, 2025. Grodecki argued that national security must not rely on political illusions or geopolitical alternatives.

The BBN chief noted that the intention to strengthen the U.S. military presence in Poland was established then, accusing segments of the governing camp of undermining the initiative for months. He asserted that the government should heed BBN recommendations more carefully, suggesting that key decisions could have been expedited.

Concerns Over SAFE Funding

Grodecki shifted his focus to the EU’s SAFE loan mechanism, demanding specific answers regarding conditionality, financing terms, and consistency with prior agreements with the European Commission. He labeled promises to allocate over 90 percent of funds to the Polish arms industry as political messaging rather than accurate calculation.

The BBN head argued that the presidential “SAFE 0%” project ensures sovereign spending, whereas the government’s own legislative efforts have been stalled for political reasons. He urged the administration to prioritize concrete data over general political declarations.

The Defense Minister’s Response

In his rebuttal, Władysław Kosiniak-Kamysz dismissed the criticism regarding conditionality, emphasizing his government’s unwavering commitment to national security. He noted that the current administration has contracted more with the Polish arms industry in three days than the previous government did throughout eight years.

The Deputy Prime Minister concluded his remarks by directly addressing the BBN, stating that the opposition’s nervous reactions to these accomplishments were entirely expected given the scale of the government’s progress.
