Fake Sales and Straw Buyers: 25 Indicted for Insurance Fund Fraud

The Przasnysz District Prosecutor’s Office has filed an indictment against 25 residents of Różan and surrounding areas for a systemic scheme to defraud the Insurance Guarantee Fund through fictitious vehicle sales.

The Mechanism of Insurance Fraud

The investigation, conducted by the District Prosecutor’s Office in Przasnysz, centered on a scheme designed to evade mandatory third-party liability insurance fees for motor vehicles. Prosecutors have leveled 56 charges against 16 men and 9 women, including fraud, aiding and abetting, document forgery, and perjury.

According to findings, vehicle owners facing penalties for lack of insurance coverage entered into fictitious sales contracts with a straw buyer. This process allowed the owners to have their penalties canceled by the Insurance Guarantee Fund and transferred to the straw buyer, who lacked the assets to pay them.

Prosecution and Legal Proceedings

The indictment was submitted to the District Court in Przasnysz on May 29, 2026. Among the defendants are individuals who allegedly helped coordinate the scheme, including staff from a local insurance office. The straw buyer involved faces 15 counts of aiding and abetting.

The Insurance Guarantee Fund suffered a total loss of 75,440 PLN, as enforcement proceedings against the straw buyer were consistently dismissed due to his insolvency. Only two of the 25 defendants have admitted to the charges brought against them.
